Tema : Flood Risk Governance In Europe

All the way from the Netherlands, Dr.Maria Kauffman brought an interesting topic on Wednesday guest lecture titled Floor Risk Governance Approachment in Europe. Flooding is still a big issues in Europe. The flooding in Europe divided as 3 types, Fluvial Flooding (Flooding from rivers), Coastal Floodin, and Pluvial Flooding (as the result of excessive rainfall). Not all area in Europe are equally affected by flooding. The Flood risk in Europe Increase. This happens because of 2 factors. The first is the changes in hydrological system and climate, the second one surprisingly comes from the changes in socio-economic system. This changes increasing development and economic growth in flood prone area, therefore, human activities increases flood risk.

There are 5 flood risk strategies. The first one is flood prevention where flood area shouldn’t be inhibited and this can be implemented by relocating (expropriation, land readjustment) and zoning. The second one is flood defense where barriers are built to decrease the probability of flood risk. Example for this is the development of dikes and storm surge barriers. The third one is mitigation where flooding still take place but the damages will be lower. Mitigation can be done by doing green roofs, building a higher pondation to your house, drainage, and permeable pavements. The fourth is preparation and response. The flood is occurring but the concern is to save as much people as possible. In Europe, there is an application to raise awareness and preparedness when flood is about to happen or is happening. The last one is flood recovery by governmental compensation and insurance.

Advantages of having this 5 strategies is as back-up in case of failure, Increased flexibility and comprehensive multi-actor coproduction. However, there are as well challenges to apply this. They are, increased administrative flexibility, fragmentation, prioritizing strategies and justice issues. How you see the problem is how you solve the problem.
